USCIS need to optimize the process and that will helpful for Applicants and USCIS. USCIS need to transfer old cases from Nebraska to NBC and stop approving new/later filed applications in NBC. In this way USCIS will be able to clear backlog and cases in PD order and also will be able to predict well for Visa bulletin.

Unfortunately what is happening those applications went to Nebraska SC center get stuck and lucky applicant get quick approval from NBC. This is not helpful in clearing backlog in PD order.
