I got denied two times for F1 student visa, which is also a non immigrant visa like B1/B2. First one was 2 minutes long, second one 15 minutes long and the consular told me the petition was the reason. Third time I was mentally prepared to be rejected but fully loaded with questions to ask them. After 15 minutes of interview (with few well calculated punchlines) I was finally granted the visa. In addition, the consulor wrote very good note on my profile. I got second F1 visa (first one expired in 2 years) without a single question asked. That consular asked me, "What did you talk about with previous consular? He has written a glorifying note about you.". Even my interviewer for immigrant visa did not ask me a single question, he asked my other family members and specifically turned towards me and said, "I have read a comment about you in our system, you do not have to answer me anything. I will ask other members some questions for formality". So, yes getting visa is possible but very very difficult. You have to really justify your reason for needing a non-immigrant visa with pending petition.

and as you have a pending petition, if it got approval while you are on F1 visa, will u have to comeback to your country for Visa interview or you can just change your status from f1 whithout coming back to your country?

You mean you have completed USMLE and now want to do observership? If it is 3 months you can explain it. Also USMLE has 7 years deadline. If your process will be done before that you can wait as well because you get more opportunities after being permanent resident. I can tell more details in private chat. Do you have Snapchat or WhatsApp or KiK?
