USCIS’s own non-delivery tool says you should generally receive a receipt notice within 30 days after filing at a service center or lockbox. So a short wait is still within the normal intake window, but once that 30-day mark is passed, a non-delivery inquiry is appropriate rather than open-ended waiting.
