It's safe to do so. My partner has a pending I 130 (consular processing) and has visited the U.S without any problem. Although he already had a b1/b2 visa and had visited the U.S numerous times even before applying for I 130...so you may want to weigh your options if this is the first time your child is applying for a visitor's visa.

That he might be sent back because he has immigrant intent.

when you try to enter to usa with a i 130 in process (and visa b1/b2), they could think you want to avoid waiting the processing time of your form in your country, so it is probably they send you back. that's what my lawer told me

It's better you do not jump the process on ground. Be patience.
