can we chose the 3rd country to consulate process. if yes then how to do this . I have pending asylum and I don’t wanna go to my home country.I have i140 approved with EB-3 unskilled

after I got the letter and payment invoices from NVC I didn’t reply anything yet . one year will expire in 3 months. what should I do need advice Please
