they didn’t say that. the gold card is a separate category for people with money to get the green card faster.. EB2 and EB1 is a far more rigorous process and with strict vetting which takes years to process to get a green card.. the gold card bypasses all those requirements and protocols.

assuming this order won't be cracked down by the court, I would expect the payment will be one of the criteria for eb1a or to be a person of national interest for eb2 niw. there is no way to create a new category or circumvent the visa bulletin, which is protected by the Congress.

Thr gold card is for EB5. That's going to be for investors. EB5 has been having a lot of fraud. Ex. Create a business, get the GC, then shut down the Business. The US want money keep going.
