The answer is "NO" if father is a US citizen. what country are you from and Who is petitioner between you and your wife?? Sent your wife to US consular office ,the country of birth of the child and consular section will give your wife DS-3053 application form to apply for his/her US citizenship passport.

I have a question, if baby born after filing Ds-260 then what should we do?( outside US) before interview? and if baby born, after getting green card then what should we do?(outside US) please advise

in the date of your interview bring the baby with you and give the consular officer his birth certificate with English translation and he/she give you another interview for the baby

he’s not a citizen. the child cannot file for a passport. the mom can take the baby and his/her birth certificate if his name and signature is on it as the father to her interview. they’ll add the baby at the interview
