my mom filed a I-130 for my brother in Philippines back oct 12,2018. we only have the usps customer receipt serial number.

@ pabz sarq, when USCIS has finished maintenance on their website l would look at the December 2021 case processing dates. l believe Phil's is still on cases back in 1999 to process them first. just check the site and see

is that normal to get charge without receiving any case number?

you pay up front for your filing, you didn't get a receipt for payment? @pabz sarq or you talking about the notice of action?

first you pay to file (hopefully you got that receipt). then they send notice of action paperwork to say you have a case number @ pabz sarq

you need to find out were your files went, call USCIS https://www.uscis.gov/contactcenter

called uscis but the answering machine did not allow me to talk to an agent without the receipt number. any suggestions what else i could do?
