I’m in Cali and was able to get one! Edit: I just saw your looking for Houston. If you cannot get one without a social, maybe look into the AB-60 it’s a drivers license for those without a SSN. Maybe Texas offers that type.

You can get a driver’s license without an ssn in texas but if an SSN is already issued to you then you have to wait for it to arrive. The no ssn rule only applies if it’s never been issued
