if you are in New York, you can do the test with nortagized affidavit about the fact you dont have ssn, you can bring your passport and other stuff to prove your address such as marriage certificate, health insurance card

I have ssn . but I don’t have the EAD card

so ofcourse you can do

in Ohio, it's a real B to get a DL even as a citizen. but I know they require proof of residency, a photo ID (of course a foreign passport) all you have, even a SSN wasn't good enough. had to wait until you submit for a GC with an approval notices the. of course a marriage certificate.
