it's been a year since I got approved and sent my husband case to the NVC ,I am still waiting on an interview from the Dominican Consulate 🇩🇴

If you haven’t already, you can check the DOS visa wait time website, too, as it can at least give an idea of current appointment timelines in DR. You can also try emailing the consulate directly depending on the type of case and urgency.
