you don't need police report for vawa cases. Vawa cases are complicated and do not file it yourself. You should get an immigration lawyer that knows about vawa

Yes you do need a police clearance certificate or fbi background check to prove good moral character,I would do the fbi background check it covers all the states.

you can tell your lawyer to schedule an fbi background check appointment for you.it would be easier that way
