SCOPS, the Service Center Operations Directorate, is a division of U.S. Citizenship and Immigration Services (USCIS) responsible for adjudicating immigration applications and petitions that don't require in-person processing or interviews. It manages five service centers nationwide and uses a system where cases can be handled at any service center based on workload and staffing needs, rather than being tied to a specific location
