mine took about 70days. I wrote a letter to them and I received the receipt notice after 2 weeks

@favor favor I sent my application April 8 they received it April 11, issued receipt July 21, I gave up waiting mailed another package last week Friday. To my surprise got my receipt notice on Monday 25th after 108 days.

I suspect that sometimes the applications end up in the wrong office, until the return it to the right office your application hangs. My suggestion is if you send in your application write I-360 Vawa boldly on the envelope. And never use UPS/FedEx etc. only use USPS to avoid delivering to the wrong address, because the zip code on the 38 river road address on USCIS website is wrong. USPS will correct the zip code.
