what is that mean my husband case was sent to the Department of Estate for visa processing please, his 130 was approved three days ago, and now USCIS just posted that notice that his case was sent today to the Department of Estate

we are from Brazil, I’m US Citizens. But is kind stranger because we just got approved for I30 and we didn’t did the Waiver yet, and today we received that message
