I am from a Caribbean country waiting for my1-130 to be approved with a degree in Education. can I apply for EB3-1 before approval?

I’m not sure if there are any rules that prohibit multiple petitions. But if your employer is willing to file EB3 then you or your employer could probably consult an attorney before making that decision just to be safe.
