@Sam Lee , the (writ of) mandamus is a judicial order that compels officials or agencies to perform their duties. Basically, you (via a lawyer) sue USCIS (in this case) to do their job and either schedule your interview and make a decision within 120 days, or if the interview has already occurred, force them to make a decision on your case within 120 days. Hiring a lawyer is required to file a mandamus.
