@Muhammad khan +1-800-375-5283 and say that you need a emergency permission to travel, The operator will ask you what form to fill out, you will tell her that it was the I-90 residence replacement form (although it is not that one, it is for them to pick up your phone) and then they will ask you if you have your residence with you, you will tell her NO. , and at the end they will ask you "why do you need a travel permit?" you will tell them "because I need to travel in an emergency" they will automatically transfer you to a representative.
