Hello,
I received an NOA that stated that USCIS received my 130 petition from Potomac. About a week later, I received another NOA that provided my access code, so that I was about to create an online profile with USCIS, but it was from the Texas processing center. Is Potomac or Texas my processing center?

If you did apply online, it is more than likely that your case is in Texas. I would call or chat with Emma to find out more. Also, if you're USC, I will recommend your send in an I-129f. It is said to speed up the I-130 approval process, at least it did mines.
