No. Perm and I-140 all are employee based applications. Unless you are doing in category EB1A or EB1B

EB-2 NIW I-140 and I-485 can be filed individually. That’s what we did, we petitioned ourselves.

EB2 NIW and EB1A are self sponsored and do not need any kind of support from current or prospective employers. Rest EB2, EB3, EB1B and EB1C are contingent on job offers and need employer support.
