It’s been 15 months and still waiting for the approval of our I-130. Why it takes to long for the approval? Can I send email to them make follow up?

my case was approved rt around 15 months. It shouldn’t take that long. if you want you can file inquiry form but I doubt they will even get to it in less than a month.
