If there is no Embasy open in my country, can I put the closest one on the visa application?

@Sarah ... it depends on your case type ... marriage based visas are quick fast

embassy may not be open but they are doing work on daily bases .. so be patience

I some cases they send within a week .... i got on 3rd day ... hope for best

one more question please, and I apologize for taking your time , is the NVC applications (DS-260 , DS-261 ) is equivalent to the green card application ? and what about I-864 ? when I should apply for it and send it to whom?

No ... DS-260 is the Visa form ... and i-864 is the affidavit of support form used at NVC
