Write will be better cos most times, they don’t listen to people on phone. And even if they listen, they just give a casual answers

usually after you write or in my case I sent a email to them their office and my senator sent a consent form that needs to be filled out by yourself and your significant other with both signatures saying it's ok for them to vouch on your behalf and your significant other behalf. they will send you the form in attachment with email response. then you download the form. fill it out ,sign it, then send it back
