Immigration Process

It has been 25 days since I submitted the response to the RFE, but USCIS has not updated the case status to confirm that they received it. They keep saying I should wait 60 days before the system reflects that the response was received at the Chicago office.
When I contact Emma, they tell me that they sent a reference, but they don’t have any update that I submitted the response, and that I must wait 60 days.
Is this kind of delay normal or is it unfair? I’m really upset and would appreciate if others could share their experiences.
