They didn’t approve my I-140 yet

do you mean NBS as Nebraska Service Center? or your case transferred to NBC (national benefit Center)?

Hi Az Sher. I am trying to figure out why my case was transferred from TSC to NSC. my home service center is TSC. I also didn't change my address. is your home center TSC? did you change your address?
