my husband applied for I-130 for his daughter who is in the USA and they approved it and he got a notice saying her case was sent to department of state. what to do?

you dont have to do anything. Just wait , the department of state is going to process it and send it to the consulate that he indicated on his application for Visa processing. the Visa processing consulate will then contact the beneficiary by mail or email. good luck
