@Amit Singh no, it means you can file using filing chart.

they are testing the waters to see if there is anything left for the year of 2021. 2021 will be done by first quarter

what does this even mean? hasn’t it always been the case? DOF date allows you to file your application if your PD falls within the given date.

@Paan Singh if you read the link I included, for September this month, you can only file with Final Action Date.
