@Di Si no. u need to pay them and upload ur civil and requested documents. so after review and your documents gets qualified before you receive the welcome letter. check the email you used to apply the I-130 they sent the email containing the account number and other information the first day the case will be sent to Department of state

@bra mor First of all, I’m doing employment based with approved I-140 and in our case, we need to get welcome letter with the case number. once we get case number we can log in to the account, pay and submit civil docs
