B2 tourist visa to visit daughter in USA (family event)
Do any of you know If I can apply for B2 tourist visa for my mother here in the US? when she’s at her country? or everything needs to be done at her home country? TIA

Tourist visas- B1/B2 is always handled by state department and not USCIS. therefore, the visiting visa will be applied for and treated in her home country.

Yes, download the DS160 form from the state department website, fill up her information in it and submit. The country where she is would get it and process it. It’ll be assumed she’s the one that filled the form and not you.
