I believe ( I can be wrong tho) that for F2A, the visa bulletin is not current, they are working on cases that has priority date on 01 September 2022, and your PD is 21 Dec 2022, so it’s close, but still not current. it is normal for this category to take around 3 or more years to be fully processed. the only thing I’m not 100% sure if it I-130 really relays on the visa bulletin, because I know the adjustment of status does, but not sure about I-130. if that is the case, all you can do is wait, unfortunately, because if the visa bulletin is not current, there is no way to speed up the process
