after REF a year ago, status changed to "case is being reviewed" again today
I got notice to submit REF a year ago so I submitted right away last year and the status changed to respond was received.
Today, finally status changed but to "case is being reviewed" again....
(why don't they make a decision and just keep reviewing the case....it is so frustrating.)
is anyone had same experience?

I totally understand your frustration. USCIS can be really slow, and sometimes cases go back into review even after long periods of inactivity. Since it has been a year since your RFE response, it might be worth submitting a case inquiry through USCIS if your case is outside normal processing times. You could also try contacting your congressman or ombudsman for assistance. Have you checked your USCIS account for any additional updates or reached out to an agent via Emma chat?
