well in California they have program to provide DL for alien without SSN/EAD/GC yet. they call it AB60. they only asked for my passport and proof of residence.

Chrissy it’s because international licenses are valid for a year in the states. Green cards for spouses are usually processed within a year so that’s why maybe.
