is it possible to get I-485 approved without the case getting transferred to another office? mine is taking too long ☹️

my i140 approved in feb 2021. fingerprint done in feb 2021. since then there is no updates. no rfe no transfer. I included medical with my case and my priority date is current. the article says if your case is not eligible wont be transferred. my case is pending more than 17 months. i wonder when i will be eligible. they transferred cases from 2021 while cases from 2020 or earlier still stuck at Texas which is not fair.
