It says that: - If you were married for more than 2 years when your marriage-based green card was approved, then you already have a permanent green card, you do not need to file a Form I-751, and this policy change does not directly affect you. - When a spouse seeking permanent residence has been married to their sponsoring spouse (the U.S. citizen or green card holder) for less than 2 years when their green card is approved, then that green card will provide “conditional” permanent resident status. This means that the green card is good for only 2 years. According to that, getting a conditional or permanent greencard is based on the date of the approval, whether is after the interview or at the interview. If it's at the interview and 2 years didn't passed, you will have a conditional; but if the approval is after the interview and just one day after the 2nd year anniversary, you will get the 10 years GC. That's how I understand it.

if your case still pending for approval, and you have 2+ years of marriage you should get 10 years GC. according to immigration layers from YouTube channels.
